Job Description
The USAID Tanzania Maji Safi (Clean Water and Sanitation) Project in Tanzania, implemented by Tetra Tech International Development, is currently accepting expressions of interest for a Senior Operations Manager. This position will be located in the main office in Iringa.
Position Description/Summary:
The Senior Operations Manager will oversee all administrative aspects of the Tanzania project offices in Iringa, Sumbawanga and Njombe through their direction and supervision of the Tanzania Maji Safi Administrative and Logistics team, including management of the office spaces, documentation/information technology, human resource management, and travel.
They will also provide coordination function between the project support team and the Senior Management Team, by providing weekly updates to Home Office Project Management Team on all operational issues, including procurement, grants, and finance, and liaising with the Director of Finance and Senior Subcontracts and Procurement Manager to encourage steady progress on outstanding tasks. Will supervise two direct reports and oversee a full operations team of eleven.
Responsibilities:
General Administration:
- Assist the COP and DCOP in the direction and general management of the project offices in Iringa, Sumbawanga, and Njombe;
- Advise the COP and DCOP on all policy matters concerning project administration. Develop appropriate and relevant documentation for and supervise the proper implementation of all administrative policies and procedures.
- Maintain the project filing system for general correspondence, information, and program files; Oversee management of Maji Safi project property in compliance with USAID and Tetra Tech Home Office (HO) guidelines and regulations, including submission of monthly and other periodic reports;
- Oversee maintenance of the Tetra Tech inventory control system and carry out annual property physical inventory verification prior to the contract anniversary date;
- Maintain regular contact with Tetra Tech HO support staff including Project Manager, Deputy Project Manager, and other assigned staff;
- Ensure compliance of Maji Safi Project operations with USAID, United Republic of Tanzania and Tetra Tech HO administrative policies and guidelines;
- Respond to pertinent information requests from project partners and other relevant organizations/institutions;
- Administer and manage the efficient utilization and maintenance of project resources, including vehicles, IT and office equipment and furnishings, and any other physical assets purchased by or assigned to the project.
Events and Travel Roles:
- Oversee coordination of logistical support for conferences, meetings and training workshops; Review all trip requests for compliance with travel policies and coordinate preparation and approvals of any required overtime for project drivers;
- Oversee management of the project fleet, ensuring vehicles are maintained in good condition and are sufficient to meet the project needs.
- Participate in weekly check-in with fleet management team (including drivers) and propose solutions for any issues raised
- Conduct regular spot checks of fleet tracking systems, such as shared travel calendar, Total Fuel cards, and CarTrax and establish a procedure to incorporate these tools into fleet management.
Human Resource Mgt Roles:
- Supervises the work of the Administrative Manager (Iringa) and the Finance and Admin Officer (Sumbawanga).
- Administer and manage provisions relevant to Maji Safi Personnel Policies and Procedures handbook.
- Support the COP and DCOP in local staff and consultant recruitment, hiring, and contracting;
- Ensure HR files are up to date and follow requirements of HO rules and policy;
- Oversee HR record management and review all HR documentation including employment contracts and modifications, employment evaluation forms, employee change forms and documents, annual leave.
- Review and oversee updates of project staff records in SalesForce and run monthly report to support preparation of payroll.
- Oversee the management and tracking of leave requests.
- Review all staff time sheets each month, before these are submitted to COP for approval.
- Ensure all relevant leave or overtime approvals are filed and well organized to support payroll.
- Maintain and forward to Tetra Tech HO updated listing of in-country staff and key contacts list.
Minimum Qualifications Required:
- Master's degree or equivalent and 7 years in relevant field OR Bachelor’s degree or equivalent and 10 years in relevant field. Degree in finance, accounting, business management, or related field.
- Demonstrated experience in office management required. Demonstrated experience overseeing administration and operations across teams, ensuring appropriately tailored and synchronized activities.
- Experience in similar donor related activities preferred. Experience in fleet management and logistics preferred.
- Computer literate in relevant software applications such as Excel, Word, PowerPoint, etc.
- Fluency in written and spoken English and Kiswahili.
- Tanzanian nationals strongly preferred.
- Knowledge and experience within Tanzania WASH sectors is a plus.
