Background:

The University of California San Francisco (UCSF) is engaged in a five-year

Cooperative Agreement with the U.S. Centers for Disease Control and Prevention-Tanzania (CDC-Tanzania) to provide strategic information and health information systems (HIS) technical assistance to the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) as well as the United States’ President’s Emergency Plan for AIDS Relief (PEPFAR) and their implementing partners (IPs). We are recruiting an individual

through our affiliated international NGO ‘Global Programs’ to serve as a Senior HIS Data Analyst.

This is a full-time position with an initial contract through September 2024 and the possibility of an extension subject to continued funding. The position is expected to start on August 1, 2024.

 

Main duties and responsibilities:

Under the supervision of the HIS Director, the Senior HIS  Data Analyst shall support UCSF with its data needs by developing and maintaining data dictionaries, databases, reports, queries, and other software to support its projects and programmers’ data developer is expected to design databases to meet the needs for EMR (electronic medical records), Lab, and other health information systems specifically focused on HIV and other health programs.

 

Some projects will require the data analyst to import data from existing data sources into a UCSF-managed database, sometimes with data transformation. Therefore, proficiency in data modeling, SQL and scripting languages is critical. On top of the technical and analytical skills, the developer needs to have excellent attention to data quality, integrity, accuracy, completeness, and congruence.

As an integral part of the Global Programs Tanzania office, the Snr HIS data analyst will be expected to meet with stakeholders, program managers, funders, and government officials, and draw up requirements based on their needs

 

Specific responsibilities include:

  • Lead the data team on designing data warehouses, writing data dictionaries and integration, developing and or validating ETLs, data validation, solution deployments, automated testing, maintenance, troubleshooting and analytic support.
  • Provide guidance on how best to visualize data to respond to programmatic questions and to communicate key findings and analysis results.
  • Lead the data modeling processes (using modular BI design)
  • Lead and manage other members of the data development team in the development, implementation, and execution of large and complex projects developer lead
  • Apply your expertise in Machine Learning, Data Mining, and the presentation of data to see beyond the numbers
  • Ensure quality of data in all products
  • In collaboration with the developer lead, determine the appropriate frameworks, tools and technologies to be used for implementing any database or visualization, taking context, existing capacity and other GP informatics guiding principles into account
  • Perform technical systems and data flow development in a variety of projects for complex applications, with a focus on the reporting and analytics environment.
  • Work with multiple project execution and deployment teams.
  • Responsible for the analysis, data profiling, development, and integration of disparate systems throughout all phases of the project life cycle.
  • Determine the appropriate frameworks, tools and technologies to be used for implementing any database or visualization, taking context, existing capacity and other GP informatics guiding principles into account.
  • Maintain data standards, data quality processes, including adherence to the Data Protection Act

 

 

Education and Qualifications:

  • An appropriate degree in computer science, statistics, data science, information systems, or software engineering
  • A master’s degree in health informatics, public health, epidemiology, biostatistics, mathematics is added advantage
  • Minimum of five years of professional experience working in M&E, public health in a data focused position that included both analysis and visualization work.
  • Demonstrated data visualization and dashboard development skills.
  • Demonstrated knowledge of routine HIV and AIDS health data, including national data collection systems, tools, and reporting.
  • Advanced knowledge in Python and other common programming languages is an added advantage.
  • Ability to work successfully in a team and lead a team.

 

 

Skills and Knowledge:
