Job Description

Willows International Tanzania (WIT) is a non-profit making Organization registered in the United Republic of Tanzania and Zanzibar.

WIT is mainly focused in collaboratively working with and closely supporting the Government of Tanzania and the Revolutionary Government of Zanzibar through the MOH and PORALG/PORALGSD in institutionalizing and operationalizing robust, sustainable and strengthened health systems;

Data-driven and outcome-based national Community Based Health Program (CBHP) implementation; focused and intensified supportive supervision and monitoring of field teams; adequately trained Health Care Providers, Supervisors, Community Health Workers (CHWs) and Shehia Health Custodian Committees (SHCCs) and empower them with necessary simplified and effective working systems and tools; institutionalized systematically prioritized clients’ visitations and customized follow-ups in the community; responsive referral system in place; appropriately bridged demand and supply ends of the health services delivery structures; properly designed and implemented evidence-based and high impact RMNCAH intervention package for community setting; and improved effective access and utilization of quality RMNCAH services in the country.

TERMS OF REFERENCE (TOR) – PROGRAM COORDINATOR

INTRODUCTION

These terms of reference (TOR) provide the basis for the recruitment of the Program Coordinator who will mainly be committed in strengthening and advancing the ongoing coordination, advocacy and government engagements efforts in health systems and Community Based Health Program (CBHP) in Zanzibar. This position further seeks to enhance the impactful management of the national and subnational multi-stakeholder policy engagements and coordination of the Community Health Systems, Programs and Structures across Zanzibar under the national coordination mechanisms. The Ministry of Health of Zanzibar at the leadership of the Director of Preventive Services and Health Education (DPSHE) will take a centre stage in executing the roles with direct technical support to the Planning and Policy Department, Health Promotion Unit (HPU), National CHWs Coordinator (NCC), Health Management Information Coordination Unit (HMICU), Community Health Technical Working Group (TWG-CH) together with other stakeholders/partners. The incumbent is expected to provide close technical support to these Government structures and enable the Government to positively shape and lead the direction of any ongoing or new national and subnational community health program or health systems work streams with full alignment to the Government’s guiding policies, strategies and plans.

BACKGROUND

Willows International Tanzania (WIT) in close collaboration with the Government of Tanzania and Revolutionary Government of Zanzibar (RGoZ) passionately strives to avert preventable maternal and child mortality through strengthened health systems and national community health program structures like Community Health Workers (CHWs), Shehia Health Custodian Committees (SHCC), Field-Based Supervisors (FBS) and Community Health Information System (CHIS). This noble partnership (RGoZ) also commits to contribute towards improved accessibility and effective utilization of existing quality Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) services in the country. These services and interventions include early pregnancy detection, antenatal care (ANC), family planning method mix with renewed focus on Long Acting and Permanent Contraceptive Methods (LAPM), Postpartum Family Planning (PPFP), health facility delivery, Comprehensive Post-Abortion Care (cPAC) and Postnatal Care (PNC) among other high impact RMNCAH components. WIT is particularly dedicated to advance support to the Government of Zanzibar in ensuring effective and appropriate rolling-out and implementation of the newly developed national CBHP tools and systems in collaboration with the MOH.

WIT aims to continue working with the Government and other partner organizations in Zanzibar to design, develop and implement comprehensive and high impact programs that have a huge propensity to efficiently and effectively bridge between the community and health facility settings and equally ensure appropriate health systems are in place so as to generate highly empowered community and facility platforms of which are well facilitated and structured to adequately plan, execute, monitor and evaluate individual staff and program performances with unparalleled competency. This national framework and strategic approach seek to effectively contribute to the optimal utilization of the existing quality health services by the respective catchment populations and with ultimate improvement in maternal, newborn and child health outcomes as committed by the Government through its various national policy directives, strategies and plans.

In this case, WIT believes that supporting community-level health promotion (demand end) and quality service delivery (supply end) is an effective strategic approach for improving general health that enhances development and achieving universal health coverage. At the household level, improved knowledge and increased access to integrated quality health promotion and disease prevention services, especially among the poor and vulnerable populations, has far-reaching implications beyond improved health outcomes. Thus, public health, human rights, and poverty alleviation concerns all point to better meet the health needs of the poor and vulnerable populations in Tanzania and Zanzibar, particularly women and children, through robust and responsive health systems and programs.

SCOPE OF THE POSITION

Basically, in order to allow the organization the ability to expand the program portfolio and reinforce program implementation in the country in strong collaboration with the Government of Zanzibar, WIT is determined to strategically drive to higher heights its commitment and focus in meaningfully supporting the Government on institutionalizing strengthened, robust and responsive health systems; integrated, standardized and impactful community health interventions; health services delivery entry points; highly empowered and efficient CHVs and SHCCs; and effective monitoring and evaluation in the context of sustainable and integrated RMNCAH programs, interventions and services as reflected in the national CBHP in Zanzibar. This core responsibility is described in the WIT Program and Workplan documents.

The Program Coordinator is expected to support the Government to take a leadership role in scaling up of its integrated Zanzibar Community Health Information System (Zan-CHIS) as an effective and efficient planning, implementation, monitoring, reporting and self-assessment working tool for CHWs across the country. In this case, during execution of roles, it is highly imperative that the PC candidate consistently upholds the systems thinking and programmatic aspects that are essential for a successful implementation of the evidence-based and impactful integrated RMNCAH package under the WIT Zanzibar Program and as committed by the Government in the national CBHP. The candidate should always aim and take decisive actions that seek to provide and foster a competence based empowerment to the implementing teams (SHCCs, Supervisors and CHWs) and clients in the field; adopt a more participatory and experiential learning methodology through group work, brainstorming, presentation and other stimulating capacity building techniques/approaches; institutionalizing a customized and need-tailored information and education (counseling) provision to clients; embrace continuation of newly adopted behaviour or service by clients; focus on early identification of clients e.g. pregnant women; optimize systematic planning and follow ups to clients by using standard tools; and nurture a referral system and practice that is responsive to clients’ needs, closing the referral loops and enhancing referral effectiveness and fulfillment.

Therefore, the purpose of this position is to ensure the above highlighted strategic scope and programmatic focus areas are well coordinated and fully realized as designed, in a timely and proactive manner, without need for intensive supervision. All these operational and programmatic streams are executed through the Government, particularly the MOH and PORALGSD.

The Program Coordinator (PC) shall be reporting to the Country Director and is expected to be based in Zanzibar or anywhere in Tanzania as directed. The PC shall also be reporting on the day-to-day functions to and submission of Workplans and Reports through the Program Lead who is equally serving as the M&E Manager and as the immediate Supervisor.

KEY DUTIES AND RESPONSIBILITIES

Generally, below are some of the key responsibilities and expected results of the candidate for this position:

  • Develop and share a comprehensive Action Plan that is aligned to and seeking to achieve all the above highlighted programmatic priorities under the Background and Scope of the Position sections, respectively.
  • Timely coordinate, conduct and attend consultative meetings with the MOH and other stakeholders to ensure timely, effective and appropriate scaling up of the Zanzibar Community Health Information System (Zan-CHIS) by the Government.
  • Support coordination and implementation of national and subnational level trainings to CHWs, Supervisors and SHCCs based on the approved training materials and through the Government Trainers/Instructors.
  • Support and lead implementation of annual and end-line program assessment to generate necessary evidence base on effectiveness and sustainability of the CBHP program model, including the integrated Zan-CHIS and overall outcomes achieved by program for policy advocacy.
  • Take part in supportive supervision of CHWs, SHCCs, CHWs and Supervisors in the field with subsequent provision of immediate feedback to supervised teams and their respective Supervisors and Managers for improvement actions and follow-up.
  • Ensure strong, professional, collegial and impactful working relationship with the Government, partner institutions, and other WIT staff members.
  • Work with the WIT Management to efficiently, appropriately and timely execute all phases of program or projects as stipulated in the program documents.

  • With support from the M&E Manager/Program Lead and other key staff members, ensure program planning, development and all implementation systems and tools are in place and functioning effectively.

  • Ensure provision of appropriate and real-time feedback to the team and the management regarding the overall program/project/task performance on a daily basis.
  • With support from other team members, develop effective behavior change strategies and tools in line with the program design including population segmentation strategies, campaigns, training materials and necessary implementation tools to strengthen demand creation and improve integrated RMNCAH service uptake.
  • Establish strong linkage and maintain key and meaningful collaborations with the Government and other stakeholders like IPs.
  • Demonstrate initiative and vision to drive program, project and task progress towards optimal performance by the individual staff and entire team, including the field teams.
  • Ensure all field teams within the WIT project/program areas are appropriately trained, effectively followed up, fully supported, well supervised and adequately equipped with all needed tools towards a fully functioning and impactful program/project accordingly.
  • Ensure stakeholder engagement and overcome any implementation challenges that may be encountered in the process.
  • Continuously document bottlenecks that hamper the smooth implementation of the WIT Zanzibar Program as well as other assigned tasks and propose strategies and interventions for addressing the identified challenges and implementation gaps.
  • Responsible for ensuring all established program deliverables or milestones and process indicators for all programs and projects are timely, effectively and fully accomplished without excuses.
  • Document and continuously update lessons learnt, best practices, results, impacts, case studies, clients’ satisfaction and opportunities generated from the program designing and implementation as well as entire project life cycles and subsequently inform effective improvement measures.
  • Ensure to uphold WIT values and properly represent the organizational to the team, Government and other stakeholders.
  • Support formative and implementational research or assessments for development of strategic programming and program impact respectively.

  • With support from the Program Lead the incumbent shall take a lead in organizing, coordinating, taking minutes and leading implementation of workshops, events, meetings and trainings accordingly.
  • Preparing excellent, professional and strategic PowerPoint (slides) presentations and deliver to the intended audience accordingly, and as needed over time.
  • Provide leadership and technical expertise in designing, developing, implementing and monitoring the integrated RMNCAH interventions within the national CBHP framework through a mentoring and learning by doing approach to the staff and field teams.
  • Support the innovative and focused CBHP capacity building and implementation to field teams.
  • Responsible for strategic advocacy, consultations and coordination at national, regional and district levels through DPSHE, HPU, IRCHP, NCC, HMIS and CHMTs.
  • With support from the Program Lead, oversee the program coordination and ensure effective implementation of monitoring and quality assurance plans and processes for program implementation and feedback mechanisms. This will equally include conducting service verifications and reverifications from served clients in the field.
  • Represent the Program and WIT in any relevant working group, meeting or event as needed and directed.
  • Being part of the Management Team, the PC must ensure to embrace and fully represent the WIT Management guidance and directives, while organizational interests should be positioned above any personal gains.

The CHWs, Supervisors, SHCCs and CHIS are essential CBHP implementation layers to solidly focus in order for Zanzibar to deliver the envisioned robust and comprehensive community health program as enshrined in the Zanzibar Community Health Strategy, ZCHS (2019-2025). The WIT’s Program maintains its commitment to support the MOH to effectively implement and contribute towards sustained health systems strengthening and improvement in health outcomes in the country.

SCOPE OF THE PROGRAM

Willows International Tanzania through its Zanzibar program intends to sustain and scale up innovative high impact Community Based Health Interventions that contribute to the Government’s efforts of averting preventable maternal and child mortality by 2027 across Zanzibar.

POSITION SUMMARY

WIT is seeking to recruit the Program Officer who shall be based in Zanzibar and will administratively report to the Country Director and technically to the Program Lead/MEAL Manager. The Program Officer is expected to work closely with the entire WIT team to ensure the WIT Zanzibar Program at the district level across the country is effectively managed and that the field team is provided with appropriate technical support in implementing the Community Based Health Program (CBHP). The CBHP in Zanzibar fosters a strong integration of the behavior change and demand creation components. The incumbent shall primarily be responsible to ensure the objectives, matrix of activities and a set of deliverables/milestones as prescribed in the Program Proposal and Workplan documents are effectively and efficiently realized with full compliance to the schedules and deadlines. The candidate should be ready to start working immediately.

INTRODUCTION

WIT Zanzibar Program is closely working with the Revolutionary Government of Zanzibar through Ministry of Health to provide technical assistance that addresses the prevailing Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) gaps in Zanzibar, particularly related to barriers for accessing and utilizing the Sexual and Reproductive Health and Rights (SRHR) services such as early pregnancy detection, Antenatal Care (ANC), family planning method mix, health facility delivery, Comprehensive Post-Abortion Care (cPAC), Postpartum Family Planning (PPFP) and Postnatal Care (PNC) among other high impact interventions and services. The Program focuses on enabling the MOH to empower women and their partners to achieve their reproductive health intentions through an integrated health systems strengthening as well as improved knowledge, increased access and utilization to the most appropriate, comprehensive and need tailored Reproductive Health, information and existing quality health services. The aim is to support the Government to achieve this by improving the Primary Health Care (PHC) through enhanced CBHP implementation and service delivery component by CHWs as well as community participation, governance and accountability through Shehia Health Custodian Committees (SHCCs). The WIT’s information, education and referral services are implemented through individualized one-to-one visits and customized follow ups to the project clients by empowered Field Teams who are identified from within the program catchment communities.

POSITION SUMMARY

WIT is looking to hire a Digital Health Information Systems Officer (DHIO) who will be based in Zanzibar with primary support to the Ministry of Health (MOH) and shall directly report to the Country Director. The DHIO shall also technically be reporting to the Program Lead/MEL Manager, WIT and the Head of HIMCU, MOH. The incumbent shall mainly be responsible to ensure the objectives, matrix of activities and a set of deliverables/milestones as prescribed in the Program and Workplan Documents are effectively and efficiently realized with full compliance to the schedules and deadlines including supporting the Government to effectively implement its comprehensive and integrated Zan-CHIS. WIT supports the Government to ensure improved accessibility and effective utilization of existing quality Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) services in the country, including early pregnancy detection, Antenatal Care (ANC), family planning method mix, health facility delivery, Comprehensive Post-Abortion Care (cPAC), Postpartum Family Planning (PPFP) and Postnatal Care (PNC) among other high impact interventions and services. WIT supports the Ministry of Health to develop standardized, integrated and comprehensive tools which empower and help the CHWs, Supervisors and SHCCs to plan, carry out, monitor and evaluate their performances in the program with competency so as to effectively contribute to the optimal utilization of the existing health services and improve health outcomes of their catchment populations.       • Ensure provision of appropriate and timely feedback to the implementing team and the WIT management regarding the overall program performance.
      • Establish strong linkages, professional working relationship and maintain key and meaningful collaborations with Government and other Stakeholders, including IPs.
      • Demonstrate initiative and vision to drive project progress and similarly ensure stakeholder engagement and overcome any implementation challenges that the program may encounter.
      • Work closely with the Program Lead/M&E Manager and other team members to timely monitor and evaluate project progress including coordinating program activities, supporting accurate data collection and detailed analysis as well preparing comprehensive, most updated, well written and structured monthly reports for the program.
      • Continuously and timely document bottlenecks hampering the smooth implementation of the WIT Zanzibar program and propose specific strategies and interventions for addressing the identified challenges and implementation gaps.
      • Document and continuously update lessons learnt, best practices, results, impacts, case studies, clients’ satisfaction and opportunities generated throughout the implementation cycle of the Zanzibar Program and subsequently inform improvement measures.
      • With support from other team members, develop effective behavior change strategies and tools in line with the program design including population segmentation strategies, campaigns, training materials and necessary implementation tools to strengthen demand creation and improve integrated RMNCAH service uptake.
      • Mobilize social support at all levels in the assigned district or work area to create and sustain an enabling environment for delivery of interventions by the team.
      • Ensure to consistently uphold the WIT values and culture, and positively represent the organization to the team and other stakeholders or partners.
      • Ensure appropriate planning by the team members and closely track implementation of all planned activities and other deliberated interventions by the team.
      • Responsible for ensuring appropriate, correct, professional, high quality and timely monthly reports or as needed for the program activities. Properly prepared reports should be shared with the Program Lead/M&E Manager as appropriately.
      • Provide leadership and technical expertise in designing, developing, monitoring and coordinating the integrated RMNCAH interventions and SBCC strategies within the national CBHP framework through a mentoring, learning by doing approach to the field teams in the district.
      • Ensure all field teams within the WIT project/program areas in the assigned districts are appropriately trained, effectively followed up, fully supported, well supervised and adequately equipped with all needed tools towards a fully functioning and impactful program/project.
      • In a more objective and focused manner, timely prepare individual weekly and monthly Action Plans and reports and share with the Program Lead/M&E Manager.
      • Responsible for ensuring all established deliverables or milestones and process indicators for the WIT projects and interventions are timely, effectively and fully accomplished in the assigned district or in any other area without excuses.
      • Ensure daily program/project or tasks implementation briefings and snapshots are appropriately shared in an agreed format and as needed.
      • Organize, facilitate, take minutes and handle all logistics of workshops, events, meetings and trainings as appropriately, and as needed.
      • Support formative and implementation research or assessments for development of targeted SBCC programming and project impact respectively.
      • Coordinate and ensure effective implementation of monitoring and quality assurance plans and processes for program implementation and feedback mechanism at district level.
      • Responsible for ensuring WIT possesses and delivers a highly empowered, greatly motivated, strongly bonded and exceptionally performing team across program dynamics.
      • Support the innovative SBCC specific capacity building and implementation to field teams and community advocacy activities in the context of CBHP within the district.
      • Represent the Program as directed in any relevant working group, meeting or event.
      • Being a WIT staff, the SBCC Officer must ensure to firmly embrace and represent well the WIT Management guidance and directives, while organizational interests should be positioned above any personal gains.
      • Carry out any other responsibilities that the Program Lead/M&E Manager or any other Supervisor or Manager may assign.

      Core Requirements

      The incumbent is expected to demonstrate the following among other essential qualities:

      • The potential candidate for this assignment must be a public health professional and well experienced on public health engagements.
      • Working experience in a Zanzibar setting is an added advantage.
      • Strong experience in public health education and behavioral change communication.
      • Demonstrated experience in implementing behavioral change communication projects focusing on creating demand for integrated community and facility-based health services.
      • Extensive knowledge and experience working on advocacy for high impact RMNCAH services and interventions including LAPM and cPAC is an advantage.
      • Demonstrated strong professional experience on public health advocacy and policy influence engagements as well as managing community health programs in Zanzibar.
      • Solid and demonstrated professional experience or background in the domain of curricula research and development, and community health strategy development is an advantage.
      • Demonstrated results-oriented, problem-solving work experience and personality.
      • Good experience on high impact program designing, planning and evaluation.
      • Demonstrated ability to prepare appropriate, correct, professional, high quality and timely reports as needed.
      • Ability to highly motivate, empower and inspire individual staff members and teams to become exceptionally performing individuals and teams.
      • Strong experience in management, program planning and multi-cultural HR management.
      • Demonstrate high level of integrity, ethics (ethical conduct), professionalism and respect within and outside the WIT team.
      • Ability to foster creativity and innovation among the team
      • Commendable personal skills such as communication with fluency in English and Kiswahili, conceptual thinking, problem-solving, multitasking, team involvement, organizational and coping with pressure.
      • Excellent analytical, synthesis and professional writing skills
      • Good experience in engaging and working with diverse layers of stakeholders at national or international level.
      • Demonstrated solid experience in preparing quality training and workshop materials.
      • Ability to strive and fully, timely and effectively accomplish all established deliverables or milestones and process indicators for the WIT projects and interventions without excuses.
      • Strong facilitation and presentation skills as well as experienced in experiential learning capacity building.
      • Strong ability and initiative to generate highly innovative solutions even in tough work or program implementation situations without complaining.
      • Experience and proven track record in building strong client and stakeholder relationships.
      • Ability to prepare excellent, professional and strategic PowerPoint (slides) presentations and deliver to the intended audience accordingly, and as needed.
      • Demonstrated experience in implementing and assessing innovative approaches in demand generation programming for community health programs.
      • Proven experience of presenting complex technical information in a simple and easily comprehensible way for non-specialist readers.
      • Strong capacity to identify gaps, understand issues, grasping opportunities by analyzing and comparing data from various sources to draw conclusions, use effective approaches in informing development of appropriate solutions and taking proper actions which are timely and consistent with available programmatic facts.
      • Demonstrated high ability to work independently and produce high quality outputs/results in a timely manner while anticipating the evolving or emerging program/project needs.
      • Possess strong experience in social and behavior change communication, community development and training of field teams in programming and implementation.
      • Demonstrated ability to manage competing priorities coupled with sound judgment, systems thinking and strategic reflections.
