Job Description
The job holder will provide technical expertise on designing and capacity building of cash in emergencies under WFP Tanzania’s flagship programme: Enhancing National Capacity to Increase Resilience to Climate Shocks through Adaptive Social Protection, linked to the Changing Lives Transformation Fund (CLTF).
The job holder is expected to operate with a high degree of initiative and independence, and extensive interpersonal skills to work in collaboration with government officials and partner organizations.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- In collaboration with government counterparts and key partners, develop guidelines and structures for cash transfers based on forecast-based financing triggers through PSSN infrastructure.
- Collaborate with CLTF teams and PSSN stakeholders to align transfers design and targeting approaches for expansion of social protection programmes for crisis response.
- Assess opportunities to expand use of digital payment solutions in targeted districts to improve efficiency in scale up of emergency cash transfers.
- Contribute to CO’s efforts on advocacy for increased and sustained financing for emergency cash transfers, including through linkages to contingent financing mechanisms.
- Support training and capacity-building initiatives for stakeholders on CBT systems and processes.
- Liaise with government agencies, partners (e.g., NGOs, local authorities), and other key stakeholders involved in the implementation of CBT activities and design of humanitarian cash guidelines in country.
- Provide technical support to CO’s related CBT programmes to ensure proper set up and functioning, monitoring data flow and addressing any issues that arise.
- Coordinate with internal WFP teams (e.g., logistics, finance, monitoring and evaluation) to ensure operational cohesion and the efficient implementation of CBT activities.
- Conduct field visits to monitor and support CBT interventions,
- Represent WFP where required and contribute to cash-related topics including taking a people-centered approach, Identity Management, digital financial inclusion, women's economic empowerment through direct participation, briefings, information products and other materials.
- Identify and report on lessons learned and best practices from the implementation of CBT activities.
- Contribute to the development of recommendations for the future scaling up or adjustment of CBT interventions based on field findings.
- Contribute to strengthen capacities of WFP CO staff on cash transfers operations according to global assurance framework.
- Any other tasks may be assigned by supervisors.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Advanced University degree in Economics, Agriculture, International Development, Social Sciences, or other related field with at least five years of experience, or First University degree with additional years of related work experience and/or training/courses.
Language:
Fluency (level C) in English language. Knowledge of Kiswahili is an advantage.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Minimum of 5 years of experience in humanitarian or development programming, with a focus on Cash-Based Transfers.
- Experience supporting the setting-up and running of field Cash operations or Cash emergency operation.
- Experience working with social protection and shock-responsive programmes, and vulnerable populations is a strong asset.
- Has developed, or supported in the development of, work plans, standard operating procedures, and guidelines on cash-based transfers.
- Has gained experience in stakeholder coordination, negotiations and capacity building for government officials on the use of cash transfers in emergencies.
- Gained experience of analysing local political situations and assessing risk accurately.
Desirable:
- Previous experience with WFP or similar humanitarian organizations.
- Knowledge of monitoring and evaluation methods.
- Fluency in Swahili.
