Job Description

This project will contribute to Tanzania’s inclusive and sustainable industrial development by promoting circular economy practices,particularly through the advancement of a bioeconomy and biomass valorization utilizing technology from Japan and other alternative energy sources, while also addressing Tanzania’s challenges of deforestation and biodiversity loss.

The project will promote the benefits of adopting circular economy and resource efficiency practices and technologies, mainly related to bioeconomy and biomass waste valorization, through seminars, awareness development activities, training, technical assistance, and technology demonstration activities. All activities will be implemented with a gender-responsive approach to ensure inclusive and equitable opportunity in the value chain.

The demonstration activity will focus on production, marketing, and promotion of industrial or commercial use of alternative products to firewood and charcoal, valorized from rice husk, and other renewable resources.

The project also supports the implementation of the TICAD Tunis Action Plan, PILLAR I: “Realizing structural transformation for sustainable economic growth and social development”, and PILLAR II: “Realizing a resilient and sustainable society”.

FUNCTIONAL RESPONSIBILITIES

Under the direct supervision of the Project Manager and UNIDO Representative in Tanzania, and close cooperation with the Technical Expert in Tanzania and the project team, the NPC will be responsible for the performance of the following main duties:

MAIN DUTIES

  • Concrete, measurable deliverables to be achieved
  • Project Coordination and Implementation
  • Support the Project Manager and the Technical Expert in preparing detailed work plan and budget, design monitoring and evaluation tool for the project activities;
  • Coordinate and support the execution of all activities leading to the successful implementation of the project in the country in close cooperation with the Technical Expert, including implementation, quality control and monitoring of all project activities in the country;
  • Liaise with government counterparts, provide regular updates, financial reports and troubleshot problems as required;
  • Attend key meetings related to the project and act as the focal point of the project at national level together with the TE;
  • Organize and conduct briefings and debriefings on projects for the country, sub-regional aspects, resources and development towards maximizing project performance level;
  • Coordinate and support the preparation of ToRs for recruitment of national project consultants and contractors;
  • Supervise the work of the international and national expert team contracted by UNIDO and/or to perform ad-hoc activities;
  • Coordinate and support the preparation of technical requirements/technical specifications for procurement, including designing of technical requirements, elaboration of relevant questions from tenders, evaluations, etc. ensuring compliance with the relevant UNIDO administrative rules and policies;
  • Take project initiatives to enhance the success of the programme including partnerships opportunities with private sectors;
  • Maintain close links with other private sector development initiatives to ensure a consistent and integrated approach.
  • Any other tasks assigned by the UNIDO Representative in Tanzania and PM.
  • Effective technical advice support and advisory services provided.
  • Project activities implemented in close collaboration with national counterparts at a high standard and with results- based approach.

  • Monitoring and Reporting
  • Provide inputs for strategic advice in the elaboration of the operational planning and monitoring system for the project;
  • Coordinate the monitoring and evaluation for the activities of the project using appropriate tools with output verifiable indicators including IRPF;
  • Monitor progress of project’s sub-contractors, experts, and counterparts’ activities, identify risks that may delay the project progress, report to the project manager with suggestions, and take mitigation measures if necessary.
  • Coordinate, support, and draft progress reports according to donor specifications and UNIDO requirements;
  • Project monitoring framework drafted. Project log frame revised. Project reporting templates drawn up.
  • Reports are prepared and submitted as agreed and planned.
  • External Relations
  • Promote visibility of UNIDO, the donor, and the project through preparing news releases, website, social media exposure, etc.
  • Maintain networks and partnerships with national institutions, private sector, UN project partners;
  • Coordinate the dissemination of project knowledge to the wider public by proposing examples of best practices and success stories, as well as replicable strategies and approaches.
  • Partnerships with project partners strengthened.
  • Communications strategy completed and success stories and lessons learned, disseminated through identified appropriate media.

Final phase

Prepare a consolidated final report of the project in close consultation with all the stakeholders and submit to UNIDO by the end of the project.

Final report produced and submitted for approval of the PM.

MINIMUM ORGANIZATIONAL REQUIREMENTS

  • Education: Advanced university degree (master’s or equivalent) in economics, engineering, sciences, agro-industries, environment, business administration, or other relevant disciplines, is required.
  • Technical and Functional Experience:
  • At least five (5) years of professional experience in coordinating the implementation of development/technical cooperation programmes/projects at national and/or industry level, is required.
  • Experience in evaluating the needs, conditions, and problems of the country or similar country in the region is required.
  • Experience working with other development agencies donor communities, private sectors, government and relevant institutions in the country, or similar country in the region is desirable.
  • Experience or knowledge in circular economy, bioeconomy, and/or biomass valorization is desirable.
  • Languages: Fluency in written and spoken English is required. Fluency and /or working knowledge of Swahili is required.
