Job Description

Oxford Policy Management is currently seeking applications from qualified Nature-based Solutions Communications Experts for an opportunity to support the management of nature-based solutions within the East African Community (EAC) for a 3.5-year programme from July 2025 until December 2027. This is an in-country consulting role , to be based performed in Kenya or Tanzania or Burundi .

Position Summary

The Victoria and Tanganyika basins in the EAC with the Riparian States of Burundi, DRC, Kenya, Rwanda, Zambia, Tanzania and Uganda are particularly affected by climate change and its human and environmental consequences. Projected average temperature increase of up to 2.5 degrees by 2050 and increasingly frequent extreme climatic events are, will bear an outsized impact on communities already experiencing dire public health and economic impacts from the effects of climate change on agricultural production and health systems management.

This programme will seek to strengthen policy environment and technical mechanisms through which nature-based and climate resilient solutions can be effectively implemented within the EAC.  Key activity themes for the communications expert may include:

  • Develop key dimensions of IWRM to facilitate monitoring of sustainable management of NbS in the basin with recommendations for policy makers.
  • Identification of special challenges and issues related to NbS (including specific gender issues) in the region
  • Ensuring technical communication with Integrated Water Resources Management stakeholders in Partner States for the development of key reports and of a concept for exchange mechanism for hydrological data and information with partner countries.
  • Strategic dissemination of key reports to relevant stakeholders, such as population, policy makers and researchers.

Qualifications

Key Qualifications / Experience / Skills / Behaviours

  • Advanced degree (Master, PhD or equivalent) in natural resources management, environmental management or climate change.
  • At least 10 years of professional experience in communication of governmental impacts to diverse audiences on nature-based solutions and 5 years professional experiences on social media outreach.
  • At least 8 years of professional experience in the water or climate sector, including 4 years of experience each in the development and implementation of strategies and concepts for technical cooperation projects in East Africa Community partner countries.
  • At least 10 years of professional experience working in Sub-Saharan Africa and additionally, at least 5 years of professional experience in other regions of Africa, outside of the East African Community.
  • At least 8 years of experience working on Development Cooperation projects with a regional scope.
  • C1 Level proficiency in both English and French.
  • Excellent communications skills, with the ability to work effectively as part of an intercultural team working with diverse stakeholders.
