Job Description
NTU International A/S is leading a consortium for a new EU funded project - Technical Assistance to AUDA-NEPAD - Infrastructure Support Mechanism (ISM) and is looking to identify individual experts to carry out the assignment.
The project aims to enhance road transport governance in Africa, with the anticipated impact being a reduction in trade costs and an improvement in the mobility of persons. The project is expected to foster the growth of an integrated African economy and to create job opportunities. The intended beneficiary, AUDA-NEPAD, in collaboration with the African Union Commission (AUC) and the Regional Economic Communities (RECs), will play the leading role in facilitating and supporting the implementation of the project’s activities at all levels.
Normal place of performance of the specific assignment: Midrand, South Africa
Duration: The intended start date is 17/11/2024 and the period of implementation of the contract will be 36 months from this date.

Qualifications and skills:
A degree in a topic related to road transport or equivalent relevant professional experience (a minimum of 5 years, in addition to the required "general professional experience", can be considered as "equivalent").
- Master's degree is an advantage.
- Excellent knowledge and practice of public-private partnerships (PPP), concessions and acquisition and project financing structures / contracts related to the infrastructure sector;
- Project Financing knowledge, with understanding of project financial modelling and financing markets, would be highly valued
- Proven quantitative analytical capabilities; ability to build market- accepted financial models is preferred
- Excellent critical thinking skills with the ability to solve unstructured problems - Excellent communication, writing and organizational skills
- Good understanding of economic or social infrastructure procurement and delivery
- Leadership/management experience: 3 years of management/leadership experience as project team leader or manager, preferably in the international development context.
Fluent in English or French (C1) and working knowledge in the other language(at least B2);
General professional experience
At least 12 years' experience required in a related field (public-private partnerships (PPP), concessions and acquisition and project financing structures / contracts related to the infrastructure sector. road transport project)
Specific professional experience
- Preferably 6 but at least 3 years' experience with large-scale infrastructure projects, preferably in road infrastructure, with proven project management skills
- Preferably 6 but at least 3 years' experience in structuring infrastructure financing transactions and/or procurements
- Preferably 5 years' experience required in developing structuring/execution and post-deal maintenance of various road infrastructure sector transactions
- 3 years' experience in infrastructure sector reform issues in the developing world
- Experience working in Africa particularly in infrastructure is an advantage
- Knowledge of PIDA and other continental initiatives is an advantage
